Commonwealth of Virginia - State Grants
The Virginia Economic Development Partnership provides an extensive list of the incentives offered.
Albemarle County has adopted policies to consider matching the following state grants.
• Virginia Jobs Investment Program (VJIP)
• Agriculture and Forestry Industries Development (AFID)
• Commonwealth’s Development Opportunity Fund (COF)

Albemarle Agribusiness Resiliency Grant - Round 2
ENABLE Grant
The ENABLE Grant attracts private capital, grows the tax base, builds the community vision and accomplishes a public good through new investment in Albemarle County.
This capital investment grant may incentivize two different types of projects.
- Classic Projects
Classic Projects are new investments and relocation/expansion of a primary business projected to have a substantial positive economic development impact. These projects are expected to generate job growth and/or increase the size and diversity of the tax base.
- Pinnacle Projects
Pinnacle Projects are projects within the county limits, within a designated development area and either:
• Involve “catalytic” mixed-use redevelopment, promote a stated County goal, contain public elements, or decrease County expenditures.
• Have the potential to transform districts through placemaking, mixed-use, or redevelopment opportunities.
Building Reuse Grant
The goal of the Building Reuse Grant is to foster business growth within the County by reducing the capital costs associated with improving existing buildings and sites. This grant will reimburse up to 50% of capital costs in a structure or for infrastructure serving the site where a business targeted by Project ENABLE will be located.
Building Reuse Grant Guidelines
For property owners: What types of sites are eligible? Each property must meet the following criteria:
• Held by an entity/property owner in good financial standing with the County;
• Be a commercially or industrially-zoned space within the Development Area or within the limits of the Town of Scottsville;
• Be a space that has been vacant and unoccupied for at least 6-months;
• Renovate or build out a space for a business that meets the criteria below.
For businesses: What businesses are eligible? Each grantee must meet the following criteria:
• Be a for-profit business in good financial standing with the County;
• Make capital improvements to a building or site available for business that has been vacant and unoccupied for at least a 6-month period;
• Sign a lease to operate in the improved space for at least 3-year period
